Terminal Agency Coordinator
Under general supervision, is responsible for ensuring all personnel in the Sheriff's Office, other County Offices/Departments, and supported outside agencies who access TCIC/NCIC/TLETS/NLETS systems are trained in their use and TCIC/NCIC policy and procedures; validating TCIC/NCIC records monthly; monitor quality control messages and initiate appropriate corrections; manage TCIC/NCIC access privileges and user accounts; acts as a Security Administrator for RACF/USLG; provide technical and operational support to the Public Safety Communications Center's TLETS operators and Associate Trainers; represent the Sheriff's Office and the County in DPS and FBI TCIC/NCIC audits
Duties and Responsibilities
- Ensures that all Dispatchers, records, warrants, investigative personnel and others accessing the TCIC/NCIC/TLETS/NLETS system are trained in their use of the terminals as well as TCIC/NCIC policy and procedures
- Ensures all persons who operate a TCIC terminal that has access to NCIC or the Interstate Identification Index (III) are trained and certified in accordance with TCIC policy and that terminal operators renew their certification as required
- Ensures all persons who operate a limited access terminal (Mobile Data Computer) are certified in accordance with TCIC policy and that they renew their certification as required
- Ensures all Bexar County Associate Trainers are certified in accordance with TCIC policy and that they renew their certification as required
- Ensures that TCIC/NCIC records are validated correctly each month and the signed certification letter is returned to the Crime Records Service/TCIC Control Terminal within the specified time
- Checks TCIC/NCIC daily, weekly and monthly-computerized exception lists to determine the proper status of all reported exceptions and ensures that each is validated or corrected
- Handles all quality control messages concerning TCIC/NCIC computer records, from outside sources
- Authorizes/restricts user (BCSO, County Departments/Offices and Outside Agencies) TCIC/NCIC access privileges
- Assists BCSO Technical Services and Bexar County Information Technology with the identification and coordination of TCIC/NCIC and TLETS/NLETS service additions, failures, and other issues that may present themselves
- Acts as a Security Administrator for RACF/USLG help desk support issues and monitor internal CJIS Security Systems for potential TCIC/NCIC misuse
- Acts as a facilitator / liaison between BCSO Technical Services and Bexar County Information Technology for issues related to the CJIS IC Subsystem and/or Omnixx Enterprise Platform as to functionality and scope related to TCIC/NCIC transactions
- Provides technical and advisory support to Public Safety Communications Center Trainers and Bexar County Training Academy Instructors regarding TCIC/NCIC and act as a backup trainer for TCIC/NCIC classes for both the Public Safety Communications Center and the Bexar County Training Academy
- Provides technical and operational support to the Public Safety Communications Center's TLETS Operators and monitor and ensure TLETS User Agreement compliance between all outside agencies and the Bexar County Sheriff's Office.
- Ensures that TCIC, NCIC, and NLETS technical memoranda, newsletters, and manuals are distributed to the appropriate sections/personnel and new procedures and capabilities are used when they become available
- Represents the Sheriff's Office and Bexar County during any audits performed by TCIC or NCIC
- Performs related duties as required
Minimum Qualifications
- Graduation from an accredited college or university with an Associate's Degree in Criminal Justice and/or Communications or a closely related field, and two (2) years' experience as a Telecommunicator with a thorough understanding of TCIC/NCIC; or an equivalent combination of education, training and experience which would provide the necessary knowledge, skills, and abilities
- Must be TCIC/NCIC certified as a Full Access Operator and an Associate Trainer
- Must have a TCOLE Telecommunicator License or successfully pass the TCOLE Telecommunicator Licensing Exam within one year from employment date
- Must obtain Texas Law Enforcement Telecommunications System (TLETS) Certification within one year of employment
- Must secure and maintain access to TLETS
- Must pass a psychological and physical exam including a drug screen
- Knowledge of applicable state and national policies and procedures governing the use of TCIC, NCIC, TLETS, and NLETS; knowledge of TCIC/NCIC and Omnixx software and protocols
- Skilled in organizing information in a logical manner and devise practical solutions to problems; skilled in operating a personal computer, peripherals and basic office equipment
- Ability to function across agency organizational boundaries (i.e., records, communications, etc.) in order to coordinate the agency's TCIC/NCIC activities; ability to communicate technical and other data effectively and clearly, both orally and in writing, and to prepare and present succinct, coherent, and technically accurate reports; ability to establish and maintain effective working relationships within the Sheriff's Office, with other County Offices/Departments and officials, with other agencies, and the public
- Must possess a valid driver's license
- Must secure and maintain a favorable background investigation by the Bexar County Sheriff's Office
- Must perform shift work which may include weekends and holidays
- May be required to be on-call 24-hours a day
- May be required to work more than 40 hours during the workweek
Working Environment and Physical Demands:
- Constantly working in indoor conditions in a high volume call center
- Work environment is fast paced
- Occasionally moves objects weighing up to 35-40 pounds
- Occasionally moves about office
- Frequently communicates with others; must be able to exchange accurate information
- Constantly operates a computer and other office productivity machinery
- Constantly positions self to maintain computers, including under desks and in close-space areas
- Must be able to remain in a stationary position
